如何用一座公共建築改變一座城市?
基地位在西門町峨嵋停車場，這裡是台北市的舊街區，並在不同的時期扮演著不同文化、族群、以及活動的空間場域，是都市生活的載體，但在都市發展過程中，建築物的密度增加，人們與活動在缺乏開放空間的當下，被迫地分散在線性的街道以及都市中的角隅空間，在快節奏的西門町中，是彼此分散而難以產生交集的。
我認為當代城市規劃應該具備更開放、共享、多元的公共空間，用以觸發都市中不同的族群與活動產生交集和交流的機會，因為每一個機會都是創造都市活動的一種可能。而我們其實不一定需要消耗如此多的資源及時間，用都市計畫的尺度改變一座城市，相反的，若我們能用一座公共建築就改變一座城市，我認為這會產生很多的機會。
我將透過峨嵋停車場的重建為例，將停車空間移置地下層，將地面層以上的空間回歸都市活動使用，並構成三個主要架構:
- 下沉廣場-作為城市舞台舉辦大型的表演及展演，並重新池聚分散在城市中的族群與活動
- 路徑-活用都市中的路徑(path)，透過將西門町街道中的生活感延伸進建築中， 使不同的活動與使用者在建築中產生碰撞和相遇
- 浮空的量體-內部空間提供展覽空間，以及西門町原先就存在眾多的非正式的表演及活動使用，並使地面層形成開放且通透的廣場空間。
最後檢視公共建築的空間使用與時間關係，使其成為一座全時段都能有都市活動使用的市民生活舞台。
How to change a city with a public building?
My site is located in the Emei Parking Lot in Ximending, an old neighborhood of Taipei City, which has played the role of a spatial arena for different cultures, ethnic groups and activities in different periods, and is a carrier of urban life. However, in the process of urban development, the density of buildings has increased, and in the absence of open space, people and activities are forced to scatter in the linear streets and the corner spaces of the city, and in the fast-paced Ximending, they are dispersed from each other and have difficulty in intersecting with each other. In the fast-paced Ximending, people and activities are dispersed in linear streets and corners of the city.
I believe that contemporary urban planning should have more open, shared and diversified public spaces to trigger opportunities for different groups and activities in the city to intersect and communicate, because every opportunity is a possibility to create urban activities.
I will use the redevelopment of Omei Parking Lot as an example, where the parking space is moved to the ground floor, and the space above the ground floor is returned to urban activities, and is organized into three main structures:
- Sunken Plaza - as a place for urban activities, and 2) Sunken Plaza - as a place for urban activities and a place for public spaces.
- Sinking Plaza - as an urban stage to organize large-scale performances and exhibitions, and to regroup the scattered communities and activities in the city. - Paths - utilizing the paths in the city, by extending the sense of life in the streets of Ximending into the building, different activities and users will be able to use the building for their own purposes. - Floating Volume - The interior space provides exhibition space, as well as informal performances and events that have existed in Ximending.

Finally, the spatial and temporal relationship of the public building is examined to make it a stage for civic life that can be used for urban activities at all times of the day.
